The world events of the 1990s continue to move the political, social and economic spheres of today's Mexico. National government decisions on public order are reflected in different areas of management, such is the case of the educational agenda in which, since the end of the 1980s and the following decade, the State apparatus has undergone major modifications, generating substantial changes in educational reforms over several six-year terms. This is how the notion of the welfare state was moved to the neoliberal state, which has led to reformulate the field of education every time international organizations issue their recommendations.
Tutoring for primary school teachers is just one of many aspects that modify discourses and practices in schools, in order to adjust to the regulations dictated at each moment of change.
